Maldives Housing Policy: Spouses Eligible for Land Applications

The Maldives housing policy spouses eligible change has been officially announced by President Mohamed Muizzu, bringing major relief to many applicants previously disqualified under existing rules.

The new policy revision will allow individuals to apply for land even if their spouse already owns property in the Maldives, significantly widening access to housing opportunities.

New Housing Category to Expand Eligibility

The government introduced this change following public concern over the Aailee Boahiyaavehikan (Family Housing) Scheme, which previously disqualified applicants whose husband or wife owned housing anywhere in the country.

Under the revised Maldives housing policy, spouses eligible under the new category will be able to submit independent applications once the scheme reopens.

Additionally, couples who jointly received land through the Binveriyaa housing programme will be permitted to apply separately with mutual agreement.

In total, 1,000 land plots will be allocated under these newly created categories.

Major Housing Projects Moving Forward

As part of the national housing drive:

  • The Bank of Maldives will develop affordable flats under the social housing programme
  • 3,260 BML-financed flats are expected to be completed within 30 months
  • More than 9,000 housing units are currently under construction across 13 islands

These initiatives form part of the government’s broader housing expansion strategy.

“Housing for All” Policy Framework

President Muizzu explained that the Housing for All strategy is built on three key tiers:

1. Real estate housing

For higher-income households seeking private property.

2. Affordable housing

Bank-financed housing aimed at middle-income families.

3. Social housing

Government-supported housing for citizens unable to build homes independently.

The first phase of this programme has already begun, with:

15,000 land plots in Rasmalé’

7,900 three-bedroom flats in Hulhumalé and Vilimalé

opened for Malé residents.

Nationwide Housing Development Accelerates

Land reclamation work in Rasmalé’ is progressing rapidly and is expected to finish by April.

According to the President:

  • Three housing projects have been completed
  • Thirteen projects are currently underway
  • Contracts signed for 25 additional projects
  • Flat construction in 13 islands to begin in April

Overall, 9,175 housing units are now in development and targeted for completion within approximately 26 months.

Special housing allocations are also planned for fishermen and tourism sector workers.

What This Means for Applicants

The Maldives housing policy spouses eligible reform is expected to significantly expand the number of citizens who can qualify for land and housing.

Individuals previously excluded due to their spouse’s property ownership will soon have a new pathway to apply.

Applications under the revised categories are expected to open in the near future.
